Greece could have access to more than 100 billion euros in national and European investment resources during 2027-2034, as it moves beyond the Recovery and Resilience Facility (RRF), according to estimates by Anodos Consulting.

The country is approaching the end of its Greece 2.0 National Recovery and Resilience Plan, with a total budget of 31.16 billion euros, including 18.43 billion euros in grants and 12.73 billion euros in loans. In August, the government completed implementation of projects, investments and reforms tied to the 123 milestones and targets in its final RRF payment request.

According to Anodos Consulting, the largest sources for the next period include roughly 23 billion euros from the National Development Program and around 19 billion euros in remaining resources from the 2021-2027 NSRF. For the new 2028-2034 programming period, a further 38 billion euros is estimated, though the final funding level has not yet been determined.

Additional resources include about 5.3 billion euros from the Social Climate Fund, 2.3 billion euros from the Islands' Decarbonization Fund and 1.7 billion euros from the Modernisation Fund. These resources are expected to target digital and green transformation, industrial modernization, energy efficiency, sustainable transport, innovation, tourism and infrastructure.

Anodos Consulting noted that the next period will involve more complex financing structures, combining grants with loans, equity capital and private investment, with the main challenge being to turn available resources into mature, implementable projects.
