The Municipal Council of Viannos voted by majority in favor of the Strategic Environmental Impact Study for the 'PHĀEA – South Crete' resort, an integrated tourism development planned at Skouros, between the villages of Tsoutsouros and Kastri, in the Heraklion regional unit of Crete.

The project is being developed by Myrina Village Monoprosopi A.E., a wholly owned subsidiary of Phāea linked to the Sbokou and Vassilakis families. The €121.1 million investment was classified as a Strategic Investment by Greece's Inter-Ministerial Committee for Strategic Investments in September 2025.

The development covers approximately 155 stremmata, with a final developable area of 152,704.21 square meters after excluding stream buffer zones and forested areas. Plans include a five-star hotel with around 140 rooms and up to 370 beds, along with 30 furnished tourist villas offering up to 208 beds, bringing total capacity to as many as 578 beds. An all-day restaurant, shared pool and wellness, fitness and spa facilities are also planned.

The proposed building coefficient is 0.12, compared with 0.18 permitted across most of the property under current rules and a maximum of 0.2 under the Strategic Investment framework. The municipality cited the lower density as evidence of a more restrained development approach.

The study includes measures for flood protection, waste management, energy efficiency and preservation of existing mature trees, as well as formal delineation of streams using updated hydrological data for Crete. The council said the project could support the local economy and employment in Viannos.

Konstantza Sbokou serves as president of Myrina Village, while Agapi Sbokou is vice president and CEO. Phāea has operated in Crete's tourism industry since 1976 and currently runs four properties on the island.
