Cape Tholos €200m project in Lasithi faces archaeological council review

Greece's Central Archaeological Council reviews the environmental study for the Cape Tholos tourism complex in Ierapetra.

Greece's Central Archaeological Council is reviewing the Environmental Impact Study for "Cape Tholos," a project exceeding €200 million being advanced by Metaxa Hospitality Group in Kavousi, Ierapetra, Lasithi. The complex is planned for 1,014 beds across 1,223.75 stremmas.

The investment has held strategic investment status since 2019, and in December 2024 a Presidential Decree approved the Special Spatial Development Plan for the project. The design includes a five-star 370-bed "Luxury Resort" with spa and conference facilities, plus 58 furnished tourist residences with private pools under "Cape Tholos Residences." Total built area reaches 48,780.48 sq.m., with ΤΕΑΒ Α.Ε., a Metaxa Hospitality Group company, as project developer.

The Region of Crete's Environment and Spatial Planning Committee has already issued a conditional positive opinion, setting requirements for protecting local flora and ensuring free beach access. However, the Natural Environment and Climate Change Agency issued a negative opinion, citing potential impacts on a protected habitat within a Natura 2000 area.

Metaxa Hospitality Group already operates properties in Crete and Santorini, including Creta Maris Beach Resort, Terra Maris, and Candia Maris Resort & Spa Crete, as well as Santo Pure Oia Suites & Villas in Santorini.
