Greek top court rejects appeal against White Coast Milos expansion

Greece's Council of State dismissed as time-barred an appeal against the expansion of the White Coast hotel in Milos, without ruling on the merits.

Greece's Council of State has rejected as time-barred an appeal filed by the Municipality of Milos, the Hellenic Society for the Environment and Culture, and local residents against approvals for the expansion of the White Coast hotel complex at Mytakas on Milos. The court did not rule on the merits of claims concerning the buildability of the property and the legality of the environmental permit.

Prodea holds a 49% stake in owner company V Tourism. The expansion plan foresees increasing capacity from 99 to 271 beds, with a total of 125 rooms across roughly 29.4 acres on two adjacent plots, including private pools for the rooms.

The appellants had disputed whether the property fronts a recognized road and questioned the adequacy of the environmental permit, noting the area lies within a Wildlife Refuge. In April, the Council of State had ordered a partial suspension of works covering much of the new buildings and pools planned for the expansion.

Work crews are expected to return to the site in 2027, after the end of a general suspension of construction activity in effect until the close of 2026 on Milos's northeastern coast, imposed by the Ministry of Environment and Energy. The ministry had asked the municipality to take measures to halt works and had filed a report with the National Transparency Authority regarding the legality of the building permit, while noting that the Special Urban Plan for the Western Cyclades will set building terms for the island.
